In 1799 in the diplomatic service of Denmark, in 1806 in that of Prussia, 1816 Prussian minister at the Vatican, 1823 Professor in Bonn. Discoverer of valuable Palimpsests (Gaius, Fragm. of Cic. pro Fonteio, C. Rabirio perd., Merobaudes), founder of the quarterly RM.
